The messages contained content describing a “plantation rape fantasy,” along with other references to sexual violence, forced impregnation, and slavery themes. Assistant Commissioner Pippa Mills, who presided over the hearing, condemned Seager’s actions, stating they were a reflection of offensive and repugnant attitudes towards sexual violence and racial prejudice and did not align with the values of the police service.
This incident was not Seager’s first encounter with disciplinary actions within the force. He had previously been issued a five-year written warning for inappropriate sexual comments directed at female colleagues. Despite this prior warning, Seager’s continuation of such behavior, particularly the sending of messages with explicit and racially charged content, led to his sacking.
The hearing underscored Seager’s breach of professional standards through his portrayal of racial dominance and expressions of sexual violence. His defense, claiming the messages were private, did not sway the panel’s decision. The ruling highlighted the detrimental impact of Seager’s actions on public confidence in the police force, culminating in his dismissal and being labeled as a disgrace to the profession.
